The Mandatory Compliance Date for HERS Software That Complies with ANSI/RESNET/ICC 301-2019 Standard Extended to July 1, 2021
There is a lot to be excited about in the changes presented in the ANSI/RESNET/ICC 301-2019 Standard with Addenda A and B, including the ability to rate units in buildings four stories and above and the opportunity to receive credit for quality HVAC installation. This was not a trivial change by any means and required a substantial development effort on behalf of the HERS Software Providers. The date that HERS Raters must use the new versions of the software (Mandatory Compliance Date) was appropriately extended multiple times to accommodate these challenges.
However, without software tools available to perform ratings, it was not possible for raters to take advantage of the full voluntary compliance period for the new standard and adequately prepare for the changes that the new standard brought with it. The voluntary compliance period is an important aspect of RESNET’s standards development process that was sidelined due to the delays in software tools’ implementations of the new standard.
To address this the RESNET Standards Management Board has extended the Mandatory Compliance Date for Addendum 42, Adoption of Standard ANSI/RESNET/ICC 301-2019 to July 1, 2021. This means that homes that are permitted on July 1, 2021, or later must use software that includes the changes in 301-2019.
This extends the voluntary compliance period to allow raters, providers, builders, and code officials more time to understand the impacts that the new standard will have on the scores of HERS rated homes.
RESNET is working to develop a policy to remedy this in the future. We are considering adding a software accreditation date prior to the voluntary compliance date to ensure approved software tools will be available to HERS raters to test the new version prior to mandatory compliance with the standard.
